If training is viewed in the broad sense as an opportunity to learn, then there are many options available in addition to formal course work. Some suggestions are:
* Professional development, e.g., credit from professional organizations for attending conference sessions. The Wildlife Society http://www.wildlife.org and the American Society of Civil Engineering http://www.asce.org are two professional organizations who manage such a program.
*
Mentoring programs that assist the mentoree in developing his/her potential.

resource material on a mentoring program.
* In-office instruction, e.g., seminars and short courses by visiting professors, Corps research lab personnel, or senior staff members in the office.
* Details to other offices, e.g., assignments to Headquarters, the research labs, other Districts, or to other agencies.
* Internal details or rotations to other elements within an office, e.g., rotations among Planning, Operations, and/or Regulatory within the District.
